In 1993, Michigan became the ninth state in the country to enact a charter school law, and saw its first charter school open in 1994. By definition, a charter school must be authorized by “the governing board of a public body that is allowed to issue charter contracts pursuant to Michigan law.” In Michigan, the term “authorizing body” means any one of the following:

  • Public university
  • Community college
  • K‐12 local education agency
  • Intermediate school district

Unique to Michigan is the ability of public universities to charter schools.

In 1995, Oakland University’s Board of Trustees approved its Public School Academy Chartering Policy for granting the ability to open schools in Wayne, Oakland and Macomb counties. Oakland University authorized its first charter school in October 1996. Since that time, OU has opened and provides oversight for ten different charter schools throughout the Metro Detroit area, with a combined enrollment of over 6,000 students.

Oakland University’s charter schools complement the university’s own mission and goals. Among these primary objectives is to:

  • Educate a diverse body of students
  • Maintain quality academic programs
  • Develop/implement innovative instructional strategies and demonstrations of learning
  • Increase community outreach and collaborations
  • Engage in continuous planning and evaluation for self-assessment
